Low-income residents of rural Alabama town find attractive, affordable homes
The small Alabama town of Phil Campbell was devastated after the April 27, 2011, tornadoes; 28 lives were lost, 300 residents were displaced, 138 homes were destroyed and 75 percent of local businesses were damaged.
