NeighborWorks America strategic plan FY25-FY27
NeighborWorks America’s fiscal year 2025–2027 strategic plan builds on decades of experience and leadership in affordable housing and community development. As communities continue to face a growing housing crisis, disaster-related challenges and shifting demographics, this moment calls for bold, community-driven solutions that center opportunity, scale impact and expand opportunity.
This plan is both a reaffirmation of our mission and a call to action. It focuses on what matters most: preserving and building affordable homes, empowering resident voices and catalyzing investments that improve lives. At NeighborWorks, we know “home” is not just the structure where we live, but the community that surrounds and sustains us. Every person deserves a safe, affordable place to call home—and every community deserves to thrive.
Over the next three years, NeighborWorks America and the NeighborWorks network will deepen efforts to meet urgent housing needs while advancing long-term systems change. We will respond to this moment—and prepare for what’s next—by focusing on five strategic priorities:
- Scale promising solutions in affordable housing, wealth building and housing supply
- Catalyze investments in housing and communities of opportunity
- Strengthen the resilience of the NeighborWorks network
- Center community and resident voices in decision-making and development
- Elevate NeighborWorks America’s brand and impact story
Together, these priorities chart a course toward stronger communities and a more resilient future. Because by fostering resilience, we are creating impact.
