Breaking Barriers to Homeownership
As the cost of homeownership continues to rise, many prospective buyers find themselves unable to afford a home in today’s competitive market. Recognizing this challenge, MaineStream Finance, a subsidiary of Penquis, has launched a new loan product to create a more affordable path to homeownership.
The Manufactured Turnkey Loan is designed for income-eligible individuals who own land but need financing for a driveway, well, septic system, foundation and manufactured home. This innovative solution offers a more attainable alternative to traditional homebuying, with costs ranging from $200,000 to $240,000 — well below Maine’s median home price of $385,000. The process moves quickly too; once approved, homebuyers can move into their manufactured home within 12 to 15 weeks.

At the heart of this initiative is Dee Williams, a finance industry veteran with nearly 20 years of experience in helping individuals navigate the complexities of homeownership. Williams, who has led MaineStream Finance since 2023, is deeply committed to increasing access to capital for residents who may struggle to secure traditional financing.

The Power of NeighborWorks’ Network
Penquis, a NeighborWorks America network organization, provides vital housing and community development services across Maine. As a Community Development Financial Institution (CDFI) and subsidiary of Penquis, MaineStream Finance specializes in providing financial resources to individuals who may not qualify for loans from traditional lenders.
Through its affiliation with NeighborWorks America, Penquis receives funding that has a direct impact on housing initiatives in Maine. Last year alone, NeighborWorks-supported programs at Penquis:
- Created or preserved homes for 462 homeowners
- Provided housing education for 453 individuals
- Supported home repairs for 221 homeowners
These efforts, alongside initiatives like the Manufactured Turnkey Loan, are critical in making homeownership a reality for more individuals.
