Norman McLoughlin was the director of the Kitsap County Consolidated Housing Authority (KCCHA) for twenty years during which time the Authority grew from under $10 million in assets to over $200 million. Under his direction KCCHA built more than 1,000 low-income apartments throughout Kitsap County. Mr. McLoughlin is a past-President of the National Association of Local Housing Finance Agencies, is a member of the board of National Rural Housing Coalition.
Mr. McLoughlin received his bachelor’s degree in environmental studies and his master’s degree in urban studies and planning from Antioch University. He is also a graduate of the University of Washington’s Institute for Public Policy, Cascade Management Institute.
Norman McLoughlin is the principal of McLoughlin & Associates, a consultant in the areas of affordable housing, community and economic development, and revitalization in both rural and urban areas.
